PREAMBLE

 

The Booker Washington Institute, INC. (BWI) was founded March 1929 as a result of a dream come true when the late Charles Dunbar Burgess King, then President of Liberia, visited the United States of America. While on the campus of Tuskegee Institute, now Tuskegee University, he was asked by a journalist:  “Mr. President, what impressed you most that you would like to take back to Liberia”? The late President replied, “I wish this institute” (referring to Tuskegee) “could be transplanted to Liberia.’’

 

Owing to donations from Olivia Phelps Stokes and the Methodist Board, BWI has now existed for more than eighty five (85) years. Since its inception, BWI has been a reservoir of knowledge for middle level technicians in Agriculture, Auto Mechanics, Building Construction, Electricity, Electronics, Machinery, Home Arts (now Domestic Science) and Business Education. From March 1929 to some point in its existence, BWI was the only vocational/technical institution in Liberia. This is no longer the case as other institutions have also been established.

 

The trend of enrollment is indicative of Liberian youths’ desire for vocational and educational skills not only to make a living but to also serve their country productively. Parents and guardians must therefore support their children financially, morally and should assist the efforts of the Administration by instilling a sense of discipline and good citizenship in students.  It is an obligation of Administration to help you achieve your desired skills and development goals. BWI is prepared to do so as long as you cooperate and understand the purpose for which you enrolled.

 

Finally, in order to successfully provide leadership and manage the institution for the benefit of students and parents, BWI has laid down the rules and regulations contained herein to guide the academic and moral conduct of students. It is therefore our ardent hope that this handbook, which contains academic information, rules and regulations to govern the behavior of students attending BWI, be of great help to all students during their academic and trade experience at BWI.

Notification: the Administration reserves the right to institute a disciplinary action that is not enshrined in this document; but consonance with the laws of the Republic of Liberia.

 ARTICLE 19: AMENDMENT

This BWI student’s code of conduct/handbook shall be subject to amendment as determined by the Administration with the inclusion of the relevant stakeholders.

No inappropriate dressing. Therefore, all seniors are to be fitted in their Class regalia for the arrival ceremony.

  1. No student is allowed at any time to sit in the buses’ windows.

 Section 3: Welcoming Parade on Campus

Vehicles are only allowed to park along the pavement for offloading purposes.  All subordinate classes (FR-JR) must turn-up to welcome their seniors. Upon arrival on campus and at the sound of the campus tower bell, all senior students are to march from the gate along the pavement into the auditorium for the in-door welcoming program. No bullying of any sort to freshman is allowed.  BWI security will be present to observe and stop violators.

SECTION 4: Arrival Indoor Program

Section 4.1 An arrival-indoor program shall be planned and executed by the Placement Office in collaboration with the dean’s department and Administration.

 Section2.2 Penalty

Avoiding or boycotting the arrival indoor program by a student, group or class without permission from the organizing committee shall lead to suspension for one academic semester. All outdoor programs like games and bash shall be planned by the Class leadership in collaboration with the Student Services Department.

MESSAGE FROM THE BWI BOARD OF GOVERNORS AND THE ADMINSTRATION

Dear BWI Students and families:

Welcome to BWI! We expect that this School Year will be a great one for all of you. We want every student to succeed in school all the way to “someday when our school life is over and we gather to say to all good bye.”

 Safe and orderly schools are important parts of academic success. It is our expectations that our students will behave responsibly at school to help create an environment that instills discipline, nurtures learning and promotes achievement. The Code of Student Conduct (handbook) describes specifically what we expect from each student.

We wish to work with our families to build a strong culture of collaboration and respect.  Since students play a significant role in school culture, adherence to the code of conduct is a first step towards the creation of the respectful, collaborative culture that our school must have to succeed.

 

So, at the beginning of each year, we ask parents and students to sign a form indicating that you have read and understood the handbook, and return the signed form to the Vice Principal for Student Services (VPSS). Tradition. Against this backdrop, all students are to observe the following Arrival Day Rules and Regulations:

 Section 1: Gathering

 

All Job trainees are to arrive on time at the designated point. There shall be short announcements or briefings by the Job Placement Office, Class Leadership, and Sponsors and the Alumni Association representative present in consultation with the department of Media-Marketing & Public Relations.

 Section 2: Convoy Arrangement

  1. All internship returnees shall board buses secured by the class for arrival purposes.
  2. At least two selected teaching staff or regular staff will be in each bus monitoring students.
  3. Order of convoy shall be as arranged by Class leadership/Placement staff.
  4. Only official Liberian Police escorts are to be in front of convoy; private or family cars are a violation.
  5. The drinking of alcoholic beverages is prohibited for all students/staff during this occasion.
  6. No use of provocative language on passersby or villagers on the way.

Section 7.0: Academic Probation

A student on academic probation will not be allowed to officially represent the school both on and off campus.

 Section 8.0: Boycotting Classes and Make-ups

Any student missing classes must have a written excuse from the Office of the Vice Principal for Student Services (VPSS) in order for him/her to take a make-up (quiz/test). In the case of an emergency, parents or guardians should immediately notify the Deans Department and subsequently provide sufficient and credible information to support the reason for the absence of the student. All make-ups must be requested by student and completed within five school days after his/her return to campus.

 ARTICLE 18: STANDARDS AND POLICIES FOR BWI INTERNSHIP AND SENIOR ARRIVAL DAY

Over the years, the BWI Administration has observed the degree of recklessness associated with seniors’ arrival day.  Therefore, we can no longer condone the unnecessary risks that could lead to serious injuries. Senior Arrival Day is meant to be a jubilant ceremony welcoming our senior students who have spent time away on the job training program. For this reason, the Administration has decided to prioritize the order of events for this memorable BWI

CODE OF CONDUCT

 At BWI, we seek to provide not only a solid academic and vocational foundation, but also a firm grounding moral and ethical values. This begins with clear standards of personal conduct, basic expectations for appearance, behavior, and attitude. These attributes enhance the learning atmosphere, prepare students for life in the world of self- discipline, respectfulness, and we express these concerns in all aspects of school life.  Also, we uphold the belief that students should be held accountable for their actions in and out of the classrooms.  We take the contents of this handbook very seriously and will enforce its contents at all times.

 

In addition, BWI seeks to develop students who desire to learn and grow within a challenging academic community complemented by their own willingness to be positive contributors to the school community. This happens through involvement in an array of not only academic and vocational opportunities but also in fine arts, athletics, and other student activities.  Knowledge, character, and community relations are the fundamental values upon which BWI was built to be the guiding force in our pursuit of educational excellence.

  1. A score of “F” “D” or “D+” in any trade course at the end of the academic year is considered a failure and the student will be required to repeat the class.

 

  1. Academic Department:
  2. Any student having a score of “D” or “D+” (60-69) in one academic subject at the end of the year will be required to attend the vacation school.

 

  1. Students having two “Ds” at the end of the year will be required to repeat the class.

 

  • Students having an “F” in any academic subject at the end of the year will be required to repeat.

 Notation: A student failing in four (4) or more trade and/or academic courses at the end of the year should be given an NTR. However, the reason for the NTR should be spelt out on the report card. Example: Poor Academic/Vocational Performance

 

A student failing twice in the same class will be given an NTR with reason stated on the report card.

 

Step 3: The instructor will then obtain a change of grade form from the office of Admissions & Records through the Industrial/Academic Coordinator as the case may be.

 

Step 4: The instructor must present his/her spread/grade sheet indicating previous grade that needs to be changed to the Industrial/Academic Coordinator.

 

Step 5: The instructor must also submit to the office of the Industrial/Academic Coordinator the actual grade of the student.

 

Step 6: The Office of Admissions & Records will only accept and effect the change of grade with the approval of the Industrial/Academic coordinator.

 Section 6: Promotion Statement

 

Promotion/Failure:

  1. Vocational Departments:
  2. Students are required to pass in all trade courses with a minimum score of “C” and above.

 

  1. Principles, Expectations and Outcomes: In so doing, we will consistently employ the quality of being sincere and having strong moral principles.

 

  1. Excellence: We will persist to be in the foremost position of Vocational Education, and continue to be a leader in TVET, with the talents and qualities of exceptional performance that surpasses ordinary standards.

 

  1. Discipline: We shall exercise control of inappropriate behaviors, pursuant to the requirements that rules and orders shall always be adhered to.

 

  1. Commitment: We commit ourselves to the BWI Brand and what it stands for; and dedicate ourselves to be loyal to the institution as students, employees, stakeholders or alumni.

 

  1. Honesty: We shall refer to the aspect of moral character and positive attributes that embrace fruitfulness, grace and respect of rules in carrying out our duties.
  2. Professional Ethics: We will exhibit the highest degree of organizational and institutional standards of behavior when faced with issues that challenge our moral principles.

 

 BELIEF STATEMENT

 Employing practical work and academic experiment help students apply what they have learned in the classroom with real life work experience.  Also, students learn best when they are actively engaged and can apply and appreciate their learning experience

 

DISCIPLINARY SECTION

 

ARTICLE 1: BEHAVIOR BOND

 A Behavior Bond is required to be signed by each new and returning student in all classes. It must also be signed by either parent or guardian along with the student and returned to the Guidance Counselor before registration is completed by the student.

Step 4: The teacher must administer the make-up to the student and attach the test paper to the official incomplete form and submit same to the Coordinator. However, students must be shown his/her grade and paper before submission. If a student fails in one of the trade or academic subject and has an incomplete, that student automatically fails.

 NOTE:  STUDENTS ARE ENCOURAGED TO MONITOR THE CALCULATION OF THEIR GRADES.

 Section 5.5 CHANGE OF GRADE:

 

Procedures for change of grade:

Step 1: The instructor should firstly report the issue of change of grade to either of the Coordinators as the case may be

Step 2: The instructor will only be issued a change of grade form after thorough inquiry and verification by the Industrial/Academic Coordinator.

 

  1. 000 – 1.999 (Summer school) One academic subject only
  2. 000 – 0.099 (Fail)

 Section 5.4 INCOMPLETE ISSUES:

Any student having incomplete shall be sent an “I” for the term. An “I” shall remain up to the end of the semester in order to afford student the opportunity to cover such grade by completing the required activity. The grace period to clear the “I” should be five (5) days after administering the final exams. If the student fails to take advantage of the time frame, the “I” shall constitute an “F”.

 

Procedures for Clearing an Incomplete (I):

Step 1: Student must obtain clearance from deans’ department stating the reason (s) for missing class activities/examination

 

 Step 2: The Vice Principal for Student Services (VPSS) must approve the clearance from dean and sent it to either of the Coordinators

 

Step 3: The Coordinators (Vocational or Academic) or Associate Coordinators where applicable, will issue

 

  1. This Behavior Bond is morally binding. Therefore, students, parents and guardians are bonded by its contents in its entirety.

 

  1. All items contained within the behavior bond are meant for the student and parent to read, discuss, and understand together, in advance of the student’s coming on campus.

 

  1. No Student registration shall be complete nor shall any student be admitted to class without a signed behavior bond.

 

  1. For each behavior bond, the parents shall fill out the attached form with two (2) passport size photos, one for each parent where applicable; in the case of a guardian; a notarized letter of authorization shall be required, in addition to the photo.

 

ARTICLE 2: THEFT, FRAUD, FALSIFICATION AND PLAGIARISM

 

Section 1.0: Theft

Theft is taking something from another person without his or her consent. For example: intentionally taking your friend’s money, clothes, cell phone, school materials or supplies without permission.

 

 Section 1.1: Penalty

Theft is a gross violation of the BWI regulation. Anyone found guilty of an act of theft/stealing from the institution as well as personal property from other students will be immediately expelled. However, the item stolen must be restituted.

Section 2.0: Fraud

 Section 2.1 Fraud is a crime of swindling people or a dishonest behavior. For example, changing your grade or changing the figure on a check to a different amount, or signing someone else’s name on any document, including forging signatures or using the institution’s stamp on document for personal gain or depositing a lesser amount of money in the bank than the amount previously recorded on the deposit slips.

 

Any BWI student found cheating during test or examination will forfeit his/her grade/point in that test/activity where applicable.

Note: For the sciences, any student not completing laboratory requirements shall have an incomplete even if he obtains a passing grade from cumulative class activities.

Section 2.2 Penalty

When found guilty of fraud, the student, upon notification of parent\guardian, will be expelled immediately.

 Notation: When expelled, the parent/guardian must proceed on campus to take custody of their child.

 

Section 3:0: Falsifications

 Section 3.1: No BWI student will be allowed to change his/her names after registration without going through the proper government agencies procedures. For example, obtaining the requisite police clearance and court affidavits.

 

  1. Any student, who changes a grade on his /her report card or grade sheet, when discovered, will be immediately expelled from BWI. This is a fraudulent act.

 

  1. Any student who presents false documentation to BWI in order to gain admissions into BWI will be disqualified with all tuition and fees paid forfeited.

 

Section 4.0: Plagiarism

Section 4.1: Plagiarism is the deliberate copying from sources such as the internet, reference books, video tapes, compact disc, or any other source without giving credit to the author or artist. This is a serious Copy Right offense in the legal system. Any student caught in this act shall receive punishment at the discretion of the instructor or staff member.

 

 ARTICLE 3: DORMITORY REGULATIONS

 Section 1.0: Dormitory Restrictions

 Section 1.1.0: Restriction on Day Students accommodation

 Section 1.1.1: In order to ensure the safety of our students, develop good study habits, and instill discipline in our students, BWI will strive to recruit, admit and retain students as boarders. In addition, boarding students are not to allow any day student to live or sleep in the dormitory with them.

 

Section 1.1.2: Penalty

Violators for the first time will be immediately suspended for one (1) week and will face an additional two (2) weeks

admission/registration form to the office of Admissions & Records immediately after completion will be considered not enrolled.

 

Section 4.0: Lateness to Class

Students arriving two (2) weeks after the official commencement of classes without any genuine reasons (example: medical) will be dropped for the rest of the academic year. Students are to adhere to the class schedules in order to avoid missing classes.

 

Official classes run from 8:00 a.m. – 11:45 a.m. and from 1:00 p.m. – 4:00 p.m. Monday through Friday. Therefore, lunch break shall run from 11:46 a.m. – 12:46 p.m. during school days. All students are to be properly uniformed and seated five minutes before class begins.  Students who are absent from classes without the Deans’ permission, are not entitled to make-ups, quizzes, tests, or assignments missed. Students shall be denied access to class at 8:10 a.m. and at 1:10 p.m. The gate at the Science

 Building shall be closed at 8:10 a.m. and 1:10 p.m. Monday through Friday.

 Section 5:0: Evaluation

 Finally, proceed to Admissions & Records to obtain official class admittance slip

Notation: Students sitting in class without class admittance slips will be put out of class. Missing admissions slip is $250.00LD. Absolutely, there will also be no refund of tuition/fees.

 Section 3.2: Late Registration

 A student registering after the announced or stated registration period is considered late for registration. A fine of LD$750.00 shall be deposited in the BWI Account for late registration. There shall be no general registration.

 

SECTION 3.3: LATE SUBMISSION OF REGISTRATION FORMS TO THE OFFICE OF            ADMISSION & RECORDS

Delinquent students have over the years delayed the completion of the official roster for the school and this must stop. Students are to submit their completed admission/registration form to the Office of Admissions & Records immediately after completing the registration process. This will place the name of student on the school roster. Henceforth, any student refusing to submit their

suspension for the second offense, and for repeated offenses, said student shall be expelled. The parents of such student (s) will be invited on campus to meet with both the Deans’ and Counseling Departments and the Vice Principal for Student Services (VPSS) before being allowed to return to class.

 

 

 

Section 1.2.0: Restriction on Dormitories use during classes

 Section 1.2.1: Dormitories will be closed at 7:50 A.M. for students to go to classes and reopened at 11:45 am. All dormitories will again be closed at 12:50 P.M. and reopened at 4:00 P.M. (after school) except Saturdays, Sundays and holidays.

 

  1. No boarding student will be permitted in the dormitories while classes are in session except the student is known by the dean to be sick. If necessary, a medical pass should be given for the student to seek treatment at the BWI clinic.

 

Section 1.2.2: Penalty

Any student found in the dorm without the permission of the dean shall be held liable for any missing item.

 

 

Section 1.3.0: Restriction on opposite sex visitation in the Dormitories

 Section 1.3.1: Female visitation in boys’ dormitories as well as male visitation in the girls’ dormitories is STRICTLY PROHIBITED.

 

Section 1.3.2: Penalty

Violators will do manual labor for the first offence and will be suspended for one week for the second offense, and for the third offense the violator shall be immediately relocated.

 

Section 1.3.3: Only small transistor radios are allowed in the dormitories. Large stereo sets and electrical appliances (heater, fan, electric iron, stove, etc.) are STRICTLY PROHIBITED. If found, the stereo set and/or electrical appliance(s) shall immediately be confiscated without being returned.

 Section 1.4.0: Bed time and Devotion Schedule

 Section 3.1: Payment Schedule

Boarding students are required to pay 70% of assessed fees/tuition during registration while Day students are required to pay the full semester fees at registration. The full payment of balance assessed tuition/fees is required in order for boarding students to sit for the Mid-Term Exams. Please see registration procedures listed below:

 

  1. Students are to pick up deposit slips from the Business & Finance Office
  2. Proceed to the designated bank to make payment.
  • Present deposit slip to Admissions & Records and obtain registration form
  1. Fill in registration form and proceed to your department for acceptance and signature
  2. Proceed to the counseling section to obtain/drop your behavior bond form
  3. Go to the Deans’ Department for recording and signature
  • Go to the Business & Finance Office for issuance of official school receipt
  • Proceed to the Audit Session for verification of official school receipt

 

Listening to music, using cell phones to cheat, taking pictures, browsing etc. BWI has taken a clear stance that cell phones, ear piece and use of chargers are not permitted during class time, examinations or during any assembly. Therefore, the use of electronic gadgets under the above stated conditions is strictly prohibited. However, students can bring their phones in bags or pockets for safe keeping.

 

 

 

 

Section 1.2: Penalty

The cell phones of violators will be confiscated permanently.

 

Section 2.0: Restriction on Use of Sunglasses and over coat in Class

The wearing of sunglasses or other clothing over the uniform while in class is prohibited.  Student risks the sunglasses or clothing being confiscated by the instructor. All confiscated items must be reported to the Academic Coordinator or Industrial Coordinator where applicable, for recording and safekeeping and returned to the student at the end of the academic year. If for medical reasons, the student will have to show a medical report.

 

Section 3.0: Tuition & Fees

Section 1.4.1: Boarding students are to be back in dormitories no later than 9:45 p.m. The dormitories will be locked by the deans at 9:45 p.m. nightly. All boarding students are encouraged to attend morning devotion from 5:40 a.m. – 5:55 a.m. and evening devotion is from 6:45 p.m. – 7:00 p.m.

 

Section 1.4.2: Penalty

Violators of the above section shall lead to hard labor for the first offense, one-week suspension for the second offense and relocation for subsequent offense.

 

Section 1.5.0: Restriction on Study Hall

 

Section 1.5.1: Study Hall attendance is compulsory. Therefore, all boarders are required to be in study hall from 7:30 P.M.-9:30 P.M Mondays through Thursdays weekly.

 

 

Section 1.5.2: Penalty

Any student caught loitering during study hall hours will be given manual labor.  Additionally, any student caught in secluded areas at night, shall lead to immediate suspension for two weeks in the first instance and relocation in the second instance.

Section 1.6.0: OFF CAMPUS RESTRICTION    

 

Section 1.6.1: Sneaking off Campus

For boarding students, the boundaries of the campus are the Farewell Gate and the entrance gate. Students are not to go beyond these areas at any time except permitted by a dean to do so. No boarding student is allowed to leave campus without written permission from the Deans’ Office. Additional, the visitation of residential units without pass by boarding student shall be treated as sneaking off campus and subject to the same punishment.

 

Section 1.6.2 Penalty

Violators of the above section shall lead to hard labor for the first offense, one-week suspension for the second offense and compulsory relocation for the third offense.

 

Section 1.6.3: Sleeping off Campus

Boarding students sleeping off campus without permission from the deans is prohibited.

 

Section 1.6.4: Penalty

Sleeping off campus shall result to two (2) weeks suspension for the first offense and three (3) weeks suspension for the second offense. The penalty for the

members of a club shall be referred to the provision on student’s behavior as enshrined into the Students Handbook.

 

 

 

 

Section 6: Contribution to Booker Washington Institute

 

It is critical for all students to begin experiencing the concept of giving back to the institution that is making a professional impact in their lives. Appreciating, and the willingness to appreciate BWI in the future shall be encouraged. Therefore, all clubs shall be involved with campus-based volunteerism such as cleaning up, etc. Said initiatives shall be necessary once every other month and give a small token at the end of the year in kind or cash.

 

NOTE: BWI is not responsible neither obligated to finance the activities of a campus-based club.

 ARTICLE 17: ACADEMIC & VOCATIONAL SECTIONS

 Section 1:0: Cell Phone Restrictions

Section 1.1: The use of Cell phones or phone chargers is a problem during class time because of the obvious distraction of ringing during classes, student texting,

approved meetings. Any other emergency meetings must be submitted to the Department of Student Services two (2) days prior to approval before being posted. All announcements and/or advertisements must be signed by the Department of Student Services before being posted.

Section 4: Membership

All registered students have the right to become a member of any club if and when they meet the membership requirement guidelines of that club. Also, an updated membership list must be submitted to the Department of Student Services monthly for proper documentation. For example, if a new member is accepted in November, his or her name must be submitted to the Department of Student Services at the end of November.

 Section 5: Discipline

The club and/or association must take some responsibility for the behavior of its members. Therefore, if or when members of a club are in the constant habit of breaking the rules and are problematic students, the sponsors and elected officials will be notified; if the problem persists, administrative action (s) will be levied against the club. The club bears some responsibilities for the behavior of its members. Meanwhile, any misbehavior on the part of

third offense will be an immediate relocation. Parents will be notified in all situations.

 Section 1.7.0: Dormitory Assignment (Work)

 

Section 1.7.1: All dormitory students are required to do Saturday works and other dormitory assignments in order to cultivate in them the sense of responsibility and commitment. However, based on the tradition of seniority, junior students shall only supervise students provided that Senior Students are off campus.

 Section 1.7.2: Penalty

Any student who refuses to complete his/her dormitory assignment or Saturday work will be immediately taken out of class without the right to a make-up, to do his/her work. Consistently refusing to perform your assigned duty shall be punishable by suspension.

 

Section 1.8.0: Public Nuisance

 Section 1.8.1: Bathing, toileting and urinating anywhere other than the bathrooms is a serious offense and is unacceptable at BWI. Therefore, no student is allowed to urinate openly in the vicinity of the trade shops, administrative offices and/or the dormitories.

 Section 1.8.2: Penalty

Violators of the above section shall lead to one-week manual labor.

 

Section 1.9.0: Weekends, Breaks and vacations

 

Section 1.9.1: Students desirous of going for weekends must obtain a weekend pass from the Deans’ Office. The student should have his/her name placed on the weekend list. All names are to be placed on the list by Thursday of each week.

 Section 1.9.2: Any boarder returning late from scheduled vacation breaks as well as general weekends without permission will have to present a valid excuse (medical or otherwise). Documentation must be provided by the student for all off campus requests except for general weekends. Examples include: burials, school fees, bank deposit slips, College Entrance Exams, Medical Treatment, etc.

Section 1.9.3: Penalty

An annual calendar of events must be presented to the Department of Student Services by the end of October so as not to conflict with other dates. Other than the annual calendar of events, other unplanned activities can be submitted also for approval two (2) weeks prior to the activities; however, approval will be granted based on the availability of dates. Each club is allowed one off campus trip a year. To avoid conflict with the academic calendar, the trip must be scheduled during the optional student weekend after a major exam. On the other hand, a club may invite guests, for day visits only, twice a year.

 

All meetings must be included in the annual calendar of events. For example, all meetings will be held on the 3rd Saturday of the month at 4:00 p.m. Department of Student Services will assign locations for all scheduled and

members of any club if and when they meet the membership requirements.

 Section 3.0 Financial Responsibility

 Section 3.1 All certificated and/or approved clubs must open an account in the Business and Finance Office in the amount of $1,000.00LD as prescribed in the requirements. Also, all members of each club must pay a monthly due as decided by the club members in order to alleviate the financial burden on administration. Immediately after the collection of dues, the treasurer must submit the names of all those who paid and the total amount collected to the Department of Student Services for documentation purposes. Next, the Vice Principal for Student Services shall sign the financial documents and the treasurer will deposit the funds in the Business & Finance Office. Finally, all funds shall be used for the operations of the club.

 

To withdraw funds from the account, the following personalities shall be considered as signatories “A, B &C”. The VPSS shall be the “A” Signatory to the accounts of all existing clubs, while the club’s President serves as “B” Signatory to the club’s account and the “C” signatory shall

Failure to adhere to the above notice, the student will undergo manual labor for each day absent. Further delay in presenting a valid excuse will result in suspension for one (1) week with notice to parents. In addition, there will be no make-up for the days missed.

 Section 10.0: Restriction on Cooking and Use of Appliances on Dormitories

Bringing food items for cooking inside the dormitories is prohibited. Additionally, no electrical appliance is allowed in the dormitory.

 Section 10.1: Penalty

Violators will do two (2) days manual labor with parental contact and counseling. The second offense will be one (1) week manual labor with counseling and the third and subsequent offense will be two (2) weeks suspension; in the case of electrical and cooking utensils. They will be confiscated.

 Section 2 .0: Cafeteria Rules

 Upon hearing the dining hall bell, boarding students are to proceed to the dining hall within the allotted time and abide by the rules below. Dining Hall services run from 11:45am-12:45pm. Please digest the following rules and govern yourselves accordingly. All violators will forfeit his/her meal. Teachers are not to keep students during dining hall scheduled or service time.

 

  1. Form a straight orderly line to be served and YOU MUST PRESENT your meal card to be served. Shunting (breaking the line in front of another student) is not allowed.

 

  1. YOU MUST be dressed properly in uniform on regular school days and in your chapel service attire on Sundays for breakfast and lunch only.

 

  1. No excessive noise during meal time.

 

  1. Visiting the kitchen without permission from the head of the kitchen staff and the Deans is prohibited.

 

  1. For health and safety reasons, please do not comb your hair in the dining hall.

 

  1. No music is to be played in the dining hall during meal time.

Additionally, an official from administration or the Department of Student Services shall accompany the club on all approved off campus trips. The club must have four elected officers (President, Vice President, Secretary and Treasurer) to perform the official duties and responsibilities of the club. In addition, in consultation with the sponsor, the President has the right to appoint all other members in his/her cabinet. All elections must be monitored and/or supervised by the Department of Student Services. All students shall have the right to become

Cost for replacement of missing meal card is $250.00 Liberian Dollars. Please contact the Business & Finance Office for payment and subsequent replacement by the Deans’ Department. Preparation and distribution of meal cards will be done by the Deans’ Department.

 

Section 3.0: RELOCATION PROCESS

 Section 3.1.0: Voluntary Relocation

 Section 3.1.1: Parents or legal guardians who are desirous of relocating their children from the boarding house must submit a written request to the Vice Principal for Student Services for approval. This information will then be forwarded to the Business & Finance Office, Admissions & Records, Industrial & Academic Coordinators, and to the Matron or Dean in charge of the dormitory. A voluntarily relocated student may be re-admitted to the dormitory based on the availability of space.

 

Section 3.2.0: Compulsory Relocation.

Section1.0: Purposes of Participating in Clubs and Associations Activities

 Section 1.1: Booker Washington Institute has a few established clubs for students to enrich their academic experience for the four (4) years academic journey. It is essential for students to belong to a group for the following reasons:

ii.. Interact with peers   iv. Develop stronger personal skills

In addition, clubs allow students to blend their culture, share stories and work outside of the academic arena. Furthermore, social clubs are essential for building lasting bonds, teaching tolerance, bringing together students from diverse backgrounds and promoting unity amongst all students. When students can mingle and learn from one another’s cultural background, it creates an environment of civility, unity and fun for all to enjoy. For these reasons, the fewer number of clubs, the stronger the social and religious bond students will enjoy.

 Section 4.1: Any un-sportsmanship conduct shall face a zero tolerance in the BWI athletic program. Athletes who exhibits unsportsmanlike attitudes such as fighting, loitering during training, lateness, insubordination to officials, unfriendliness, insulting, harassing other players, alcohol intake, etc. will be subject to disciplinary actions.

  Section 4.2: Penalty

Punishment for un-sportsmanship behavior shall include suspension or out-right dismissal from the Tiger team.

 

ARTICLE 16: CLUBS AND ASSOCIATIONS

 student shall not be re-admitted to the dormitory for any reason whatsoever.

 Section 4.0: Driving and Riding on Campus

Driving vehicles, joy riding motorbikes or bicycles on campus by boarding students is prohibited.

 

Section 4.1.0: Penalty 

 Section 4.1.1: Students caught in doing so will be suspended for one week. The second offense will result to two weeks’ suspension. However, ONLY Day Students are allowed to ride motorbikes, vehicles and bicycles to attend classes. Any student found driving/riding recklessly on campus will be banned from riding such vehicle/motorbike.

 

Section 5.0: Chapel Service Attendance

 Section 5.1: The moral value of a society and/or community comes through sound religious instructions. BWI being an integral part of the Margibi Community and the Liberian society, as a whole, is therefore committed to instilling these values in her students. In keeping with this commitment, all boarding students are REQUIRED to attend Chapel Service every Sunday morning 8:15 a.m. – 10:00 a.m.

 Section 5.1: Penalty

 Character building is a critical component of the training at BWI. Therefore, any student who fails to attend Chapel Service without concrete reason will be denied meal for the day and anyone not properly attired will be denied entry to chapel service. Persistent refusal to attend chapel service will lead to relocation.

 Section 6:0: Off Campus Church Attendance

Section 3.0: Off-Campus Sporting Activities

 

Section 3.1: All arrangements between the hosting team and BWI TIGER Sports Association must be made formally. Some examples of these include a letter, email or fax sent from the host team, at least two weeks before the event. All efforts must be exhausted to meet the highest decision maker of the host school to avoid any embarrassment or denial of attached responsibility.

  1. Agreements about food and transportation as well as game requirements must be confirmed through writing by both parties before the trip is made.
  2. Any student other than a team player, who wishes to travel with the team as a spectator must first seek the approval of the school administration or he/she will be solely responsible for him or herself

academic and athletic arenas.  Students who fail in more than one subject within a semester are not eligible for financial assistance.

 

  1. A student must complete at least one semester before qualifying for the financial assistance and must maintain good moral conduct. Also, students who fail in more than one subject will not be eligible to play for TIGER.

 

  1. A student’s athletic performance must be recognized by the Sports Director as valuable to the Tiger Team before recommending him/her to the administration for financial assistance. The financial assistance covers tuition only.

Section 2.0: On-campus Sporting Activities

 Section 2.1: All invitations for sporting events must be coordinated by the Tiger Sports Association (TSA) and the Sports Department along with the Student Services Department.  Also, any games to be played must be on the TIGER SPORTS Pitch and/or Courts unless where the Tiger Sports Association seeks permission from administration in an event that a game has been scheduled

Section 6.1: In order to give our students equal opportunity to attend their local church services or to encourage fellowship in the community, any student wishing to enjoy off-campus fellowship must provide the following to the Dean’s Department:

 

  1. The name and location of the local church.
  2. Name of the Pastor/Priest and contact number
  3. The service schedule.
  4. Must be back on campus by 1:00 p.m.

 

ARTICLE 4:  UNWHOLESOME ATTITUDES

 Section 1.0: Disrespect to Authority

 

Section 1.1: Disorderly conduct towards those in authority is an example of unwholesome attitude. Belligerent and gross disrespect towards instructors, support staff and Administrative Staff as well as Community authorities, County and other government officials on BWI Campus is strictly prohibited.

 

Section 1.2: Penalty

Penalty for those found guilty of the above section shall range from manual labor to suspension or expulsion depending on the gravity of the offense.

 

Section 2.0: Verbal Assault (insulting others)

 

Section 2.1: No student for any reason whatsoever, should verbally assault another student, instructor, dean/matron or other employees of the institution. Students caught insulting will be given manual labor ranging from a day to one week depending on the magnitude. Repeated offenses shall lead to suspension and persistent offenses shall lead to expulsion.

 

Section 3.0:  Bullying and other forms of intimidation

 Section 3.1.0: Bullying

 Section 3.1.1: Bullying is an act of intimidating someone to force him/her to do what the bully wants. In addition, it is a mean and aggressive behavior intended to harm someone. Bullying can be physical, verbal, social or psychological. Example: Physical bullying is pushing, hitting or fighting; verbal is saying mean things about someone through rap lyrics or otherwise; social is

  1. Male students enrolled at BWI should be clean shaven with regular neat hair-cuts (no Mohawks or Afros or dread-locks are allowed). Therefore, violators shall not be allowed to sit in class.
  2. Female students are prohibited from wearing multiple ear rings, hanging/wide ear rings, nose rings or ankle bracelets; likewise, no male student is allowed to wear ear rings, wrist bracelets or bandana.
  3. Laundry should also be done each weekend to get clothes and uniforms neat and clean for the up-coming week.
  4. All BWI students should maintain good hygiene practice every day, cough and sneeze into a clean personal handkerchief while in class, dining hall, or chapel service etc.

 ARTICLE 15: BWI SPORTING ACTIVITIES

 Section 1:0: Sport Scholarships

BWI encourages eligible students to take part in sporting activities on campus to develop their athletic skills by awarding financial assistance to deserving students. Financial assistance is a privilege and not a right. Therefore, beneficiaries are expected to excel both in the

Section 2: Hair and General Hygiene

Female students – inappropriate hair-styles, for example, long extensions, zillion braids or weaves, or multicolored hair are not allowed. Only corn rows are appropriate according to the Ministry of Education (MOE) policy.

These messages are meant to torment, embarrass, intimidate, harass, threaten, humiliate, and even to cause harm to others.

 Section 3.2.2: Penalty

The culprit’s Parents will be notified and the punishment shall range from suspension to expulsion based on the magnitude.

 Section 4.0: Sexual Harassment and Pornography

 Section 4.1: No student should sexually harass (sexual harassment includes but not limited to the following display of pornography, unwanted touches, jokes and gestures of sexual nature), abuse or molest another student or anyone on or off campus. Generally, romantic hugging and kissing are strictly prohibited on campus. The production, sales and use of pornographic materials on BWI campus is STRICTLY PROHIBITED.

 Section4.2: Penalty

The penalty for sexual harassment and pornography is immediate two weeks’ suspension or expulsion and referred to the criminal justice system depending on the gravity of the offense.

  Section 5.0: Possession or use of Weapons on Campus

 Section 5.1: A learning environment should be free from guns, knives, and other objects that can cause injuries,

The acceptable dress code indicated above is the official uniform of BWI and must be worn regularly by ALL Students. However, female students of the Business Education and Domestic Science Departments will dress in navy blue skirts and blouses. Additionally, all students of the Business Education Department (Accounting & Secretarial Science) will be permitted to dress professionally (Business Suits) on the first Monday of each month and during examinations as maybe requested by the department.

 

Accounting, Administrative Assistants and Hospitality Management female students are absolutely not allowed to wear trousers in class as they need to look professionally dressed for the future job market.

 

Navy blue jeans and white T-shirts, blue over-all (male & female) or white blouses (female) remain the official uniform for students in the industrial trade departments. These departments include: Automotive, Agriculture, Electrical, Electronics, General Building Trades and Machinery

ARTICLE 14: DRESS CODE FOR STUDENTS

Section 6.0: Substance and Alcohol in-take

 Section 6.1: The use, possession or sales of narcotics or all other harmful drugs or drug related substances or alcohol by BWI students is STRICTLY PROHIBITED!

 

Section 6.2: Penalty

Any student found in possession whether for use or sale of drugs or drug related substances will be suspended for two weeks and upon return to class will have to undergo counseling for the first offense and the second offense shall result to expulsion.

 

  1. Any student who disturbs or disrupts classes or field practices or the peace of other students or faculty and staff while under the influence of alcohol shall face two (2) weeks suspension for the first offense and the second offense shall lead to immediate expulsion.

 

Section 7.0: Threat to Person

 Section 7.1: The issuance of a threat in any form by a student to another student or a staff is STRICTLY PROHIBITED!

 Section 7.2: Penalty

Any student found guilty of treating another student or staff shall be suspended or expelled based on the magnitude. However, in the case of threat to a person’s life, the violator shall be turned over to law enforcement agency.

 Section 8.0: Physical Assault (Fighting)

 Section 8.1: Fighting or physically assaulting another student or staff of BWI is STRICTLY PROHIBITED!  Students should be polite in speeches or gestures with their

  5. Anyone found cutting sheets from the book (s) in the library will be asked to replace such books.
  6. Open stack books should be left on the table after use.
  7. Close stack books should be returned where the book was borrowed from the reserved shelves.

  9. Please speak softly in and around the library.
  10. We expect cordial relationship between the users of the library and the library staff.

SECTION 1:0: School Programs

 Section 1.1: All BWI students are expected to attend all scheduled programs and ceremonies. This includes but not limited to Founder’s Day, Industrial Day, Seniors’ Arrival Day, UN Day, etc. or other programs as may be duly planned and executed in collaboration with other institutions.

 Section1.2: Penalty

Students failing to attend except with exemption from the Deans’ Department shall be punished for the first offense and shall face suspension for subsequent offenses. Deans are required to ensure full attendance of students to respective programs by taking regular attendance.

 ARTICLE 13: BWI LIBRARY OPENING HOURS

Fellow students, staff or instructors.  Pointing of fingers during speech is prohibited.

 

 Section 8.2: Penalty

Fighting is punishable by two weeks’ suspension but when the fighting or assault results in severe bodily injuries, the penalty is expulsion. However, when it is established that the other party to the fight was passive while being assaulted, there shall be no punishment of the passive party.

 Section 9.0: Incitement

 Section 9.1: The spreading of misinformation or engaging in acts and activities to influence other students to cause unrest through protest or other violent actions is termed as INCITEMENT. This is STRICLTY PROHIBITED!

 

Section 9.2: Penalty

Any student found guilty of incitement shall be immediately expelled from BWI.

 Section 10.0: Vandalism (Malicious Destruction of Institute’s Property)

 Section 10.1: Writing or scratching abusive words and languages, or drawing on walls, furniture, books, floors, pavement, or any other property anywhere on campus, whether inside or outside is STRICTLY PROHIBITED and is punishable by an immediate one-week suspension. In addition, violator’s parents or guardians will be required to purchase paint, sanding materials, and brushes for the area defaced, and will be required to pay the painting cost to re-paint the entire area defaced.

 

In the event that the defaced property is inside the dormitory room or is part of the common area for all students within or outside the dormitory and students are reluctant to report their colleagues who did the act, we will be constrained to apply collective guilt and all students residing in that room or dormitory will be required to share the cost of repairing the area. Anyone who does not cooperate will be suspended from classes for two weeks and not allowed to register for the upcoming semester until the money is paid.

 

Any student found or reported destroying or uprooting any stationary institution’s property including but not limited to plumbing, electrical, window, doors and screen, iron bar, or signs in the dormitories or anywhere on campus,

 Section 1.2: Penalty

All meetings held contrary to Article 10, Section 1.1 shall be punishable by suspension or expulsion based on the magnitude.

 ARTICLE 11: GENERAL ASSEMBLY

Section 1.1: Assemblies offer opportunities for information sharing with and among students and staff members. Therefore, all students both boarding and day are to attend general assemblies, whenever the bell is rung. Assemblies are scheduled twice a month (second and last Thursday), at 4:15P.M., unless otherwise scheduled due to a specific need. Attendance will be taken at each general assembly.

 

Section 1.2: Penalty

Violators of Article 11, Section 1 shall receive penalty ranging from manual labor for the first offense to one-week suspension for the second offense.

ARTICLE 12: ATTENDANCE AT PROGRAMS AND CEREMONIES

In order to ensure proper accountability at all times, all tools and equipment intended for students’ activities on campus shall be duly assigned by the Warehouse Manager to the staff or instructor and not to students.

 ARTICLE 10:  GENERAL RULES FOR HOLDING MEETINGS

Prior to holding meeting (s), the students/organizations are required to use the following medium of communication to notify the Office of the Vice Principal for Student Services (VPSS), write, call, email, text messages. In the case of a registered club, it must be the timetable specified in its calendar of activities but the meeting must be in the presence of the club’s sponsor.

 

Section 1.1 Unauthorized Students’ Meetings

Meetings in the absence of sponsor and without administration’s approval are STRICLTY PROHIBITED!

Section 11.0: Gambling & Betting

 Section 11.1: Gambling or material betting, on campus or its environs, is strictly prohibited for all BWI students.

 Section 11.2: Penalty

The penalty for the first offense shall be one (1) week suspension followed by counseling with parental contact. For the second offense, the violator will be suspended for two (2) weeks followed by counseling with parental contact. The third and subsequent offense will be an automatic expulsion.

 Section 12.0: Bribery

Initiating or offering of money, sex or other gifts to teachers for grade is STRICTLY PROHIBITED!

 Section 12:2: Penalty

Students found guilty of such act shall be expelled immediately. In such manner, any act of this nature involving any instructor/staff of BWI, the BWI Personnel Policy Manual shall be referenced for the appropriate actions.

 ATTENTION: This provision herein notifies all students who shall be involved with unwholesome attitudes and/or violation of the Handbook of a DISCIPLINARY ACTION FORM. Said form shall be issued to each student found in this category. Any student receiving up to five DAFs within a year shall be given an NTR at the end of the Academic Year. 

 ARTICLE 5:  GENERAL PROCEDURES FOR ADDRESSING GRIEVANCES

 Section 1.0 Student-Student Conflict

 Section 1.1 Proceedings or investigations for all grievances must follow basic rules to establish guilt and to ensure fair treatment of everyone aggrieved or victimized. These shall include:

 

  1. Formal complaint (Oral or Written)

 

All boarding and day students are to participate in GENERAL CLEAN-UP activities as scheduled by administration. Any student refusing to participate in the general cleaning of the campus, the below listed measures shall be taken against them:

  1. The student (s) will be taken out of class in order to perform his/her share of assigned task
  2. Upon refusal to live up to the penalty provided in count “A”, Parents/guardians shall be contacted for a conference.
  3. There shall be Two (2) weeks suspension without make-up due to a gross violation of counts A” & B” of this provision.
  4. Any further violation in this regard, EXPULSION shall be the last option.

 

 

 

All Associate Coordinators, instructors, and deans shall be required to give an account of all students by a sign-in sheet at the time the cleaning is scheduled to be done.

 

All boarding freshman students are required to perform Saturday assignments (work) during the morning hours. In addition, all boarding Sophomore Students are required to clean in and around their dormitories on a regular basis. Students who refuse to work will not be allowed to eat

Punishment from this Handbook shall be applicable. Failure on the part of any student to comply with taking the pregnancy or drug test will lead to an immediate one-year suspension. If it is proven that a male student is responsible for the pregnancy, he will be suspended for one (1) academic year.

 

ARTICLE 8: DISCLOSURE OF HEALTH CONDITION

 

Section 1.1: Any students enrolling at BWI are required to submit a health certificate from a recognized health facility to be shortlisted by the Institute. However, a student with a health condition, parents or legal guidance must disclose it to the administration as this will put the school in the best position to help the student with such condition.

 

Section 1.2: Penalty

If a parent or legal guidance knowingly conceals a child health condition from the Institute at the time of entry, the school will not be held liable for any unforeseen consequences

 

 

 

 

 

 

ARTICLE 9: CLEANING AROUND CAMPUS

 

  1. Clearly state the problem (date & place and time of occurrence)
  2. Full name of offender with proper identification
  3. Hearing between the opposing student with supporting witnesses and documentations

 

Findings to include relevant provisions of Code of Conduct/Student Handbook violated and recommended sanctions if a conflict involves another student in the academic class, report your grievances to your instructor. If not resolved, report your grievances to your Academic Coordinator. If it is in the trade shop, first report to the instructor in class. If not resolved, report to the Assistant Coordinator or Associate /Industrial Coordinator as may be the case. If the problem occurred in the dorm or on campus outside of the classroom, report your grievances to the Dean of boys or the Dean of girls. If not resolved, the matter will be referred to the VPSS.

 

Section 2.0 Student-Staff Conflict

 Section 2.1 If any problem arises between a student and a staff, there should be no violent action taken. Instead, the student should seek proper redress through the procedures as follows:

 

The matter shall be reported to the immediately supervisor. If the issue is unresolved, the supervisor shall then refer it to his/her immediate boss and if the issue is still unsolved, the matter shall be referred to the Human Resource Department and the findings will be forwarded to the Vice Principal for Administration.

 

 Section 3.0 Student-Administration

 Section 3.1 If a conflict develops between a class/section and Administration the leadership of the class along with the sponsor shall meet with the administration in the first instance. If the issue is not settled the matter shall be referred to the Student Council, which shall represent the class using the Procedure for Student Advocacy Section of this Handbook to engage the administration constructively for redress. If the administration fails to resolve the matter, it may be forwarded the BWI Board of Governors. However, the student MUST follow all the steps and procedure and fail before taking issues to the Board of Governors.

 Note: In all cases of dispute between the class or student leadership and administration, negotiation

  1. If the issue is unresolved, clearly state your disagreement along with the reason(s) in writing and submit same to administration.
  2. Formally request a conference with administration on the matter.
  3. During the course of the negotiation, maintain a friendly but frank posture and avoid unpleasant language, threats, ultimatums, and violence.

 Section 4.2: Penalty

All student using acts of protest, violence or other means outside what is stated in Article 6, Sections 3 and 4 of this Handbook shall be immediately expelled.

  

ARTICLE 7: PREGNANCY, DRUGS AND ALCOHOL TESTS

Due to health and safety concerns and also to uphold the moral standards of the school, BWI reserves the right to conduct a periodic pregnancy, drugs and alcohol tests where applicable, of all students at its clinic in consultation with the Guidance Counselor. If any female is found to be pregnant, (Boarding or Day Student), she will be immediately suspended for the rest of the Academic year with notification to parents or guardians.  Section 4.0: Procedure for Student Negotiation and Advocacy

 

Section 4.1: The administration of BWI believes in the right of students to seek redress or solution to problems affecting them at all times. However, it must be done in a civilized and peaceful manner that does not obstruct learning and affect others. Therefore, all student engagements with the administration shall follow the below listed order or steps:

  • Verbally seek an appointment with the administration to ascertain the facts or for discussion on a matter.

 Section 3.2: Penalty

 ARTICLE 6: STUDENTS LEADERSHIP AND ADVOCACY

 Section 1.0: Prohibition on Party Politics at BWI

 

Section 1.1: BWI is a technical and vocational school and in order to maintain stability and serenity, there shall be no party politics on campus. However, the administration shall appoint a student Council to represent the interest of all students of the Institute.

 

Section 2.0: Composition of the Student Council

 Section 2.1: The Council shall comprise of nine (9) members in all. The Prefect, Vice Prefect, Secretary and Financial Secretary shall be ordinary students from the senior, junior sophomore and freshman classes respectively. The other four members shall be the prefect of each of the classes and they shall be representatives of their respective classes. Additionally, Chaplain shall be appointed based on religiosity and not class.

 

Section 2.2 Nomination Process for Appointment to the Student Council

Appointment of student officers shall be based on the submission of a LETTER OF INTEREST by the interested student to a Nomination Committee. The Nomination Committee shall comprise of representatives of students (two students chosen by the Students’ Services), three staff from the Student Services Department, two staff from the Department of Instruction, a total of seven members on the Nomination Committee. The Nomination Committee shall in turn give names of qualified nominees to the Principal’s Cabinet-Council for final vetting and appointment. Meanwhile, the Principal’s Cabinet-Council reserves the right to conduct an interview, to justify nominee’s appointment to the Student Council. The Cabinet-Council reserves the right to remove any officer(s) of the Student Council for proved misconduct.

 Section 2.3: Criteria/qualification for the Appointment/Election of Individuals to the Students’ Council

Council members must be in good academic standing with complete pass and must also possess good moral character and leadership ability. The Administration reserves the right to change any member of the Council who does not maintain the standard required for the appointment. All appointments shall be made after the first midterm.

 

Section 3.0: Class Leadership and Sponsorship

 

Section 3.1: All class officials (Prefects, Vice Prefects, Secretaries and Financial Secretaries) shall be appointed by BWI Administration based on good academic standing with complete pass, good moral character and leadership ability. If any class leader falls short of any of these qualities he/she shall be replaced immediately.

 

Section 3.2: Sponsorship and Responsibilities

BWI administration shall appoint the class sponsor based on the nomination by the class: of three faculty members, who are not members of the Principal Cabinet or Council. The administration reserves the right to reject any nomination for sponsorship.

 

Section 3.3: The Responsibilities of a Sponsor

A sponsor must be a person of good moral conduct and passionate about students’ progress in all areas of their learning. He or she is required to do all; but not limited to the followings:
